Ok so im 21 and have an extreme interest in racing, more specificaly rally racing, i have limited knowledge of cars and have never previously raced. My question is am i a lost cause or is there hope?

Find an event reasonably close and go to it. You will find most of the people racing are old enough to have well paying jobs so they can afford to race. For rally racing, i.e. performance rally or PRORally, go to http://www.specialstage.com/forums/ .
Cliff's Note version: 21 isn't too old to start racing unless you want to race in Formula 1. Then it is more of a challange.

there is a Rally Cross 9/11 and 12 at summit point not far from you can get plenty of answers then
